The NEVI Community Approach represents the next phase of Rhode Island’s electric vehicle infrastructure deployment, focused on expanding access to EV charging beyond highway corridors and into local communities across the state.
The application period for this program (Phase 2A) has now closed. OER is currently in the process of finalizing awards for projects that will support the installation of publicly accessible EV charging infrastructure, with a focus on equitable distribution and community accessibility. This phase complements ongoing investments in state-owned charging infrastructure, creating a balanced approach between public-private partnerships and state-led deployment.
Applications were accepted from July 14, 2025, through August 15, 2025.
Eligible applicants included businesses, municipalities, academic institutions, non-profits, and federally recognized Tribal organizations. The program provides up to 80% federal funding, with a required 20% applicant match. Additional matching contributions were encouraged.
The maximum funding per site is:

Up to $1,000,000 for DC Fast Charging stations

Up to $250,000 for Level 2 charging stations

Up to $1,250,000 for sites that include a combination of both
Each location must include a minimum of four charging ports, which may include a mix of DC Fast Chargers and Level 2 units. All installations are required to meet NEVI compliance standards.
Next Steps
OER is currently in the process of finalizing awards under the NEVI Community Approach (Phase 2A). Additional updates are expected in late April to early May 2026.
