Solar Consumer Protection

The Office of Energy Resources is working with stakeholders to implement the 2022 Residential Solar Energy Disclosure and Homeowner’s Bill of Rights Act.  OER will post all of the materials, meeting dates and meeting records on this website.  Here is the list of the current solar consumer protection disclosure forms currently in use:

Renewable Energy Fund

Small Scale Solar Consumer Protection Disclosure Form

Renewable Energy Growth Program

Renewable Energy Growth Self Installer Customer Disclosure Form

Renewable Energy Growth Third-Party Customer Disclosure Form

Renewable Energy Growth Direct Ownership Customer Disclosure Form

The new forms will be for all net metered systems for all three Rhode Island utilities, including Rhode Island Energy, Pascoag Utility District and Block Island Power Company.  Also, new forms will be created for the Renewable Energy Growth Program.  The date that the new forms will go into effect is April 1, 2024.  Public comments will be accepted for each iteration of the net metering and REG forms that are created.  Please reach out to Shauna Beland Shauna.Beland@energy.ri.gov if you have any questions.
