Loan Terms
- Term of the loan is a maximum of 5 years.
- Repayment of principal is required yearly on August 15 via a billing document.
- An administrative charge is assigned to each project which is spread out over the term of the loan. The administrative charge is:
15% < $50,000
10% > $50,000
Energy And Water Conservation Measures
Items that may be considered for loans, but not inclusively, include:
- BUILDING ENVELOPE
a) Reflective Barriers
b) Insulation Measures
c) Infiltration Control
- MECHANICAL SYSTEMS
a) Conversion of Fuel Type
b) Control Devices
c) Air Conditioning Efficiency Improvements or Conversions
d) Energy Recovery or Cogeneration Devices
e) Distribution System Modifications
- ELECTRICAL AND LIGHTING SYSTEMS
a) Lighting Conversions and Modifications
b) Load Management Controls
c) Improvement of Motor Efficiency
- WATER CONSERVATION
a) Flow Restrictors
b) Decentralized Hot Water Heating
c) Water Related Controls/Heat Recovery Projects
d) Irrigation Control Devices
Reporting Components
Each energy and/or water conservation initiative report shall contain the following elements:
- COVER SHEET
a) Facility name and address
b) Contact person, address and phone number
- EXECUTIVE SUMMARY
Narrative describing energy and/or water conservation opportunities. List top recommendations with type and amount of fuel to be conserved in usage and in dollars saved per year. Include as an appendix any audit or engineering reports.
- GENERAL BUILDING BACKGROUND
Include the following for each building:
a) Facility construction, age, and condition
b) Facility type, use and occupancy
c) Major energy or water consuming systems:
Lighting
Motors
HVAC
Domestic Hot Water
Sanitary purposes or irrigation
d) Conservation measures already done or in the process of being done at the facility
e) Current building control systems (temperature, etc.)
f) Energy and water monthly usage and cost for the past 12 months
- ENERGY OR WATER CONSERVATION MEASURES
a) Specific conservation measures (current practices, recommended action, projected savings, and the implementation plan)
b) Maintenance costs (increases or decreases as a result of the conservation implementation)
c) Explain special circumstances i.e. low-cost and no-cost side benefits that enhance building operation and maintenance by implementing the conservation measures
d) Economic calculations - estimated cost of implementations
- FUNDING SOURCES
List recommended funding mechanism and include one or more of the following funding sources and their anticipated percentage of participation:
a) Municipal appropriations from operational or maintenance budgets
b) Demand side management program and name of utility company
c) Indicate whether the utility has been contacted and if so, what anticipated percentage will they contribute to the cost of the project
d) Energy Revolving Loan Fund
Alternatively Fueled Vehicles
Each request for the incremental cost of an alternatively fueled vehicle should contain the following:
- COVER SHEET
a) Department that will operate the vehicle
b) Contact person, address, and phone number
- GENERAL VEHICLE BACKGROUND
a) Type of vehicle and anticipated use
b) Total cost of vehicle and amount of incremental cost
c) Other incremental funding sources such as utility companies and amount to be contributed
- TOTAL DOLLARS REQUESTED FROM THE REVOLVING LOAN FUND
