Net Metering
Qualifying installations are eligible for “net metering” under Rhode Island law. Net metering encourages investment in distributed renewable energy technologies by allowing customers with eligible renewable generating facilities to run their electric meters backward when the generators are producing energy in excess of the customers' demand. This allows customers to use extra electricity generated during hours when on-site consumption is low to offset their consumption at other times during a billing period, thereby receiving retail rather than wholesale rates for any excess production.
A 1998 order by the Rhode Island Public Utility Commission (Docket No. 2710) requires that the state's investor-owned utilities offer net metering to all customers generating electricity with renewable energy systems or fuel cells of 25 kW or less. At the end of each month, any power generated in excess of the customer's needs is credited to the following month. Any used credits flow to the utility at the end of a twelve-month period. Aggregate net-metered capacity is capped at 1 MW for Narragansett Electric Company load.
